AASHTO wants to weaken US DOT bicycle accommodation policy

Here is my letter, I added the last paragraph.
Dear Director Wray:
I am writing to you today to make you sure you are aware that the American Association of State Highway and Transportation Officials (AASHTO) is urging the U.S. Department of Transportation to weaken their guidance on bicycle and pedestrian accommodation in the design of new and improved transportation facilities. As a member of AASHTO, I urge you to reject this recommendation made on behalf of state transportation departments.
The current definition of “due consideration” of bicyclists and pedestrians is that “bicyclists and pedestrians should be included as a matter of routine, and the decision to not accommodate them should be the exception rather than the rule.” AASHTO should be a leading voice in shaping holistic and comprehensive transportation systems, not resisting them. In fact, AASHTO’s own 12 year-old Bicycle Guide, due to be up dated this year, says that bicyclists and pedestrians can be expected on any roadway they are legally allowed to operate and therefore should be accommodated.
Again, I ask that you contact AASHTO President Susan Martinovich to let her know that you disagree with the recommendation. Thank you in advance for your assistance in this matter.
This is especially important in Ohio where we are experiencing escalating levels of obesity-related disease and the sky rocketing healthcare costs to address these chronic conditions. In general, these conditions are mostly preventable with an active lifestyle which can include the regular use of a bicycle for fun, fitness and transportation.
